Communiqué of the 21st Plenary Session of the International Conference of Marxist-Leninist Parties and Organizations ICMLPO

With the enthusiasm that the awakening and development of the struggle of the workers and peoples against capitalist-imperialist domination causes in the revolutionary forces, the International Conference of Marxist-Leninist Parties and Organizations, ICMLPO, has held its 21st Plenary Session. Its work was carried out in an atmosphere of camaraderie, brotherhood and proletarian democracy.

We discussed issues of great importance that undoubtedly marked a milestone in the process of development and strengthening of the Conference, therefore providing our parties with valuable tools for political action among the workers and peoples, as well as for the development of the ICMLPO as the international organization of the proletariat, as its revolutionary political vanguard.

Important documents came out of this meeting: the "Norms of Organization" and the "International Situation and Our Tasks". These materials were previously discussed in each of our parties; now they return to them, enriched by the opinions and points of view expressed and approved at this plenary.

We take note of the great difficulties faced by the capitalist-imperialist system today. The expectation that existed in the circles of international finance capital regarding the degree of recovery in the global economy after the capitalist crisis that began in 2008, has become a concern because elements are emerging that could lead to the appearance of a new international economic crisis. In fact, some countries, such as Argentina, Brazil, Ecuador and Venezuela are already experiencing an economic crisis; economies that until recently played the role of engines of the world economy are seeing lower rates of economic growth.

In this context, governments of whatever political nature (reactionary, social-democrat, neo-liberal or reformist) are resorting to traditional-economic and political measures to overcome the fiscal problems and safeguard the interests of the owners of capital measures. The adjustment plans are on the agenda; this means adopting a series of measures that aim to make the workers and peoples bear the existing economic problems on their backs. Besides these they are applying selective and also indiscriminate policies of repression to curb the struggle of peoples. The terrorist attack that took place on October 10 in Ankara, Turkey, is an example of the latter; it killed more than 100 people, including 16 valiant communist militants of EMEP. The Conference lowers its red flags in their memory and expresses its solidarity with our comrades and with the Turkish and Kurdish peoples.

However, this same situation is causing the workers and peoples to carry out their protests at higher levels, not only for their own and natural demands but also with political slogans, because they are tired of being fooled by the different political currents that correspond to the interests of the ruling classes. The events in Burkina Faso are an example, where the inter-imperialist and inter-bourgeois contention has led the country to the brink of reactionary civil war. They are experiencing a revolutionary situation and, in that context, the Revolutionary Communist Party of Volta (PCRV) is playing an important role seeking for a revolutionary solution to this situation. The Conference expresses its solidarity with the PCRV.

The peoples are fighting for jobs, for wages, for democratic rights, against the growth of reaction and fascism of the States. They condemn the wars provoked by the imperialist powers against the peoples in the context of their mutual contradictions. They are  repudiating the constant and criminal Zionist aggression against the Palestinian people, the bombing of Syria, Iraq, Afghanistan, etc. We express the militant solidarity of the proletarian revolutionaries of the world with the Palestinian and Kurdish peoples, who are fighting heroically for their liberation and the formation of their own State. In those fights the Marxist-Leninist parties and organizations in the front line, exposing our policy among the workers and peoples, striving to give a revolutionary direction to this struggle. We also paid tribute to those who gave their lives as courageous and exemplary Marxist-Leninist Communists. However, we recognize that we are not big enough, nor are we in all countries to fulfill the tasks that the present demands of the Communists.

We have been critical of our own work, then, it is typical of the Marxist-Leninist Communist objectively judge what we do to advance relying on positive experiences and overcome our mistakes and limitations. We find that our parties and organizations make efforts to meet fully the role of ideological, political and organizational in each of our countries, a process in which we are giving away art and phenomena of various kinds that the international bourgeoisie and the ruling classes in each country created to affirm the capitalist-imperialist domination and prevent the development of the revolutionary struggle of the workers, youth, women and people in general.

We do not just clash with the openly bourgeois policies; we are also obliged to do so with those who apparently take up progressive and even revolutionary positions, who are in reality imbued with counter-revolutionary opportunism. We also face political currents that are at the service of the bourgeoisie, such as the different variants of Khrushchevite and Maoist revisionism or counter-revolutionary Trotskyism. To bring to fruition the struggle for the seizure of power and the building of socialism it is essential to combat any ideological and political current that fights or torpedoes the development of the consciousness and the independent organization of the proletariat.

We member organizations of the ICMLPO reaffirm our ideological and political conceptions. Only Marxism-Leninism is able to give an accurate interpretation of economic, political and social phenomena of humanity and find its roots and the course that it will take. Therefore, our struggle for communism does not only correspond to the desire to conquer a new world, but it is the historical response that the working class and peoples give to deny any system based on the exploitation of man by man.

We struggle to liberate humanity from capitalist exploitation in the midst of a violent system, in which the danger of a war of worldwide implications is a real possibility due to the sharpening of the inter-imperialist contradictions and the desire of the powers to settle accounts with their rivals, based on the use of weapons when other means have failed. We Marxist-Leninist-communists condemn the warmongering characteristic of the prevailing system; But we know that the workers and the people cannot break their chains of domination if they are not ready to use organized revolutionary violence of the masses.

We ended this 21st Plenary Session of the ICMLPO, noting that our organization is taking the right steps with just guidelines. This meeting is a new international victory for the Marxist-Leninist international communist movement in its many battles to win the social emancipation of the proletariat, workers, the youths and the peoples of the world.
