Comrades
The 23rd Plenary of the International Conference of Marxist-Leninist Parties and Organizations successfully concluded in Tunisia, with the solidarity and attention of the comrades of the Workers’ Party. This event constitutes an important step forward in the process of development of the international Marxist-Leninist communist movement, a new victory for the working class.
The Conference was attended by 19 parties and organizations from Africa, Asia, Latin America and Europe, with an internationalist spirit it held a frank and fraternal debate on the various materials that were part of the agenda, it arrived at important definitions of a general and tactical nature, at specific resolutions on various problems.
It approved with important contributions the text on THE INTERNATIONAL SITUATION that expresses the concrete analysis of the most relevant economic, social and political events of the last year. It emphasized the intensification of the inter-imperialist conflicts, mainly those that are unfolding in the Middle East; as well as the need to give a revolutionary direction to the growing dissatisfaction of the working class and peoples who continue to be repressed and diverted by the influence of reformism and opportunism.
It held the first debate on the text ON THE PARTY OF THE PROLETARIAT. It reaffirmed the importance of this material, the need to deepen the discussion and reflection by each party and organization to come to the second debate and its approval at the next Plenary of the Conference. The text will be sent out with the contributions of this Plenary in a few weeks.
On the discussion of the text SOME PROBLEMS OF TACTICS IN OUR MOVEMENT, there was an important exchange of opinions and criteria on how to face the great challenges posed by the development of the complex and changing situation on an international scale and in each country; on the need to give timely and valid responses for the struggle of the working class and the people; the ideological struggle, criticism and self-criticism developed at an appreciable level. It was proposed to continue the reflection and discussion in each party and organization to carry on the debate at the new Plenary of the ICMLPO to answer the question of HOW TO ADVANCE to fulfill the historical responsibilities of our parties.
The Plenary discussed and approved the Evaluation of the Coordinating Committee, concluded that the COCO had carried out an intense and productive activity.
It carried on the discussion around the political and party experiences and problems presented by the parties and organizations. It recommended to all members of ICMLPO the obligation to send reports two months in advance to create the conditions for a many-sided discussion.
The Plenary elected the new Coordinating Committee, set the place of the next meeting and called on all its members to overcome all difficulties in order to resolve the problems of attendance in time.

THE NEW TASKS AND RESPONSIBILITIES:
The new year presents us with new challenges and tasks:
– The successful celebration of the International Democratic, Anti-Fascist and Anti-Imperialist Youth Camp to be held in Mexico, July 2017.
– Propaganda and support for the 2nd Meeting of Women of Latin America and the Caribbean to be held in September 2018 in Quito, Ecuador; organized by the Latin American Region of ICMLPO
– Commemoration of the Second Centenary of the Birth of Karl Marx throughout 2018. We propose some specific tasks:
a. Celebration of events, such as Seminars, debates, scientific conferences, etc. by each party and organization.
b. Preparation of a commemorative poster by each party and organization
c. Publication of the text. "THE CIVIL WAR IN FRANCE", with a prologue prepared by the PCOF.
– Regular publication of Unity and Struggle. The deadline for issue number 36 is March 31, 2018. The parties and organizations should submit their articles on time and, if possible, translated into English, French or Spanish.
– Issue 37 of Unity and Struggle will be dedicated to the commemoration of the 2nd Centenary of the birth of Karl Marx. Each party and organization should select a theme and send it to the COCO by the end of May 2018; the latter will prepare a general text on behalf of the Conference.
THE 24th PLENARY OF THE ICMLPO
It will be held at the determined location in the last months of 2018.
Agenda of the 24th Plenary of the ICMLPO
1. Evaluation of the COCO and the activities of each Party and Organization. (The Report of the parties should be sent to the COCO two months before the next Plenary.)
2. The International Situation. For the discussion of this material, each party and organization should send the COCO, together with the Report, its opinions and evaluations to support the drawing up of the Proposal by the first week of September.
3. On the Party of the Proletariat. Continuation of the debate and approval of the document. Next week the COCO will send the Text enriched with the opinions and suggestions from the first debate that took place at the 23rd Plenary
4. How To Advance?
The member parties of the ICMLPO are still small organizations, with problems in their functioning, insufficiently linked to the masses. They exist in a small number of countries. They are parties and organizations that are growing slowly, they are behind in relation to the needs and possibilities of the revolution. The organizational development is insufficient given the political work carried out by the party.
In the current conditions of the revolutionary process, the question of how to advance in the growth of the party, how to take up the role of vanguard of the organization of the struggle for revolution and socialism, is posed as a very important problem.
This question should become the main issue of reflection and debate by each party and organization; it should be discussed at the bilateral, multilateral and regional level and in the next Plenary.
The 23rd Plenary of the ICMLPO pointed out the need to sustain and enrich this process in order to deepen the discussion on this question, both in terms of the preparatory work for the next plenary session and in our reports about our individual countries. The following general topics and the particular problems and difficulties should be taken into account.
1. Evaluation of the implantation of the party and its policies in the working class, among the workers, peoples, youth and women; the positions won, the problems and difficulties.
2. Recognition of the party's policy by the people,
3. Influence of reformist, opportunist and revisionist ideas
4. Experiences in the process of defining the proposals and policies
5. Achievements and difficulties in the dissemination of the political proposals of the party.
6. How to work for the ideological offensive for the revolution and socialism
7. Experiences in the building of the unity of the laboring classes and of these with the democratic, progressive and patriotic forces
8. How an anti-imperialist policy is defined and organized
9. The plans for the building of the party, its objectives, goals and results
How are we going to work to advance and achieve leaps in the development of the party?
We propose to especially take into account the following questions in the reports. Of course, these are not questions that should be answered one by one, but issues that should be taken into account when writing the reports:
i. Has the party prioritized any industrial region and / or factory in terms of its work to root itself in the working class?
ii. What are the obstacles and difficulties in fulfilling this task?
iii. What do the workers think about the work of the party in their midst?
iv. What is its influence on the trade union movement?
v. What are the most influential ideas in the union movement?
vi. Tactics to advance the influence of the party in the trade union movement
vii. What experiences can we exchange?
viii. What kind of new tendencies are arising in terms of the movement of the workers toward the union movement, the union organization and the union struggle?
i. What are the party's difficulties in working with women?
ii. Experiences to overcome these difficulties
iii. What are the dominant ideas in the women's movement?
iv. Are there women's organizations led by the party?
Regarding the youth to ask the same questions
Agitation and propaganda:
1. What does the party do for agitation and propaganda, and how does it do it?
2. What steps does it plan to take to improve the effectiveness of agitation and propaganda work?
3. What are the most influential ideological-political currents within the workers’ movement? What materials are used daily to struggle against these?
4. How do the recent changes affect the work of the party among the masses?
Communist training
1. What educational activity is carried out inside the party? What are the theoretical materials used in the education of the members and cadres?
2. What are the experiences of the party in the specialization of the cadres? What problems are found in regard to cadres acquiring the skills needed for the current class struggle, and what is its experience in overcoming these problems?
3. How to advance in the exchange of experiences, information and debate among our parties, in a bilateral, regional and general way?
What is the central / periodical slogan that has been determined, and if it had to be changed in the last year, what was the reason?
How do we face elections and participation in bourgeois institutions?

In addition: we ask all parties and organizations to think about the need for our Conference to have an official language. We propose that this issue be addressed at the next plenary session.

The current political situation is complex and changing, it demands from our parties a greater correctness in the definitions of the policy and for the parties to advance and grow to fulfill their responsibilities.
The 24th Plenary of the ICMLPO will take place under these circumstances; we must make our best efforts for its successful realization.
