2. The problems generated by the Covid 19 pandemic forced the postponement of this plenary meeting, which was due to take place in February this year.
3. The Coordinating Committee has discussed and approved the central documents for this plenary: 1) The International Situation, 2) The Work of the Working Class Party among the masses.
4. On behalf of the Conference, it has adopted and circulated statements on: the political situation in Haiti, Tunisia, Palestine, Colombia, Iran, Cuba; on the withdrawal of US troops from Afghanistan; statements on the Paris Commune, on the International Working Women's Day, on May Day and on the inter-imperialist war in Ukraine.
5. Issues 42 (22 articles), 43 (21 articles) and 44 (20 articles) of the Journal Unity and Struggle have been published.
6. The regional meetings of the parties in Latin America, Europe, Africa and Asia have been held, in which the regional problems in particular have been discussed, points of view have been adopted and tasks have been defined.
7. During this period, party congresses were held in Albania, Turkey, Venezuela and the Dominican Republic.
8. We note some problems in the functioning of the Conference which we consider important to present for discussion:
a. The irregular participation of several parties in its activities such as: plenary sessions, regional meetings, the sending of articles for the magazine Unity and Struggle, in the public events assumed as the responsibility of the Conference.
b. Political opinions diverging from the principles guiding the activity of the Conference, in some cases, and different from those contained in Declarations approved by the Coordinating Committee, in other cases:
i. Some parties show a one-sided understanding of what imperialism is, underestimating the capacity and the danger that imperialist powers such as China or Russia represent for the peoples, even considering them as allies of the peoples and support for the development of the dependent countries. This can be seen in the points made by the comrades of the Iranian and Moroccan parties.
ii. With regard to the inter-imperialist war, which today has Ukraine as its theatre, opinions have been presented which differ from those formulated by the Coordinating Committee and which are to be found in the Declaration issued on this conflict.
• The comrades from Serbia point out that a national liberation struggle is taking place there, that the Declaration of the Coordinating Committee expresses a "liberal pacifist position, which masquerades as opposition to the imperialist war". These views led the CoCo to decide that its article published in issue No. 44 of U and L should incorporate a note noting the differences of opinion.
• The comrades of the Benin party justify the Russian invasion as a response to the pressure and threats of US imperialism and its allies.
iii. Comrades from Iran, Pakistan and India have issued a statement supporting the Taliban, contrary to the views issued earlier by the Coordinating Committee.
iv. The Party of Iran qualifies the international policy of the Islamic government as a sovereign and national policy and takes it as its own, particularly in relation to the nuclear issue. We are also aware of the views of the comrades condemning the struggle of the Kurdish people, of supporting the Taliban in Afghanistan and consider that the contradiction between imperialism and peoples is expressed only between peoples and US imperialism.
v. Regarding the situation in Cuba, and particularly the protests in July 2021, the Coordinating Committee issued a communiqué in which it described them as "a continuation of the efforts of US imperialism to politically destabilise that country and impose a regime that corresponds strictly to its monopoly interests"; however, the comrades in Serbia described them as a revolutionary action of the masses fighting against a counter-revolutionary regime.
vi. We learned that the Communist Party of Albania signed a declaration promoted by several revisionist parties. The C.C.P. of the CPA have pointed out that officially they did not sign it, but that it was the responsibility of a party leader.
vii. The comrades of Serbia have questioned the political power of the Coordinating Committee to express opinions on issues of the international situation, which in turn implies a questioning of a part of the Rules of Operation of the Conference.
viii. There is one issue on which the Conference has not debated, that of the so-called "queer theory". The US Party c. wrote an article for U&S issue No. 44 on this issue, which prompted the CoCo's request not to publish it until there is an opinion of the Conference.
c. Several parties are in default of their commitment to pay their contributions for the functioning of the Conference.
9. Some international tasks of the Conference are ongoing and we remind you of them:
a. International Youth Camp. July - August 2022 in Austria.
b. Meeting of trade unionists from Latin America and the Caribbean. October 2022 in Mexico
c. Meeting of Women from Latin America and the Caribbean - Brazil.
d. International Seminar Problems of the Revolution in Latin America, August 2022 in Ecuador.
10. We propose the need to take into consideration some recommendations to improve and speed up our work:
a. The articles that each Party submits for publication in the journal Unity and Struggle should be in correspondence with the ideological-political principles that guide the Conference, which are summarised in its central documents such as: The Communist Proclamation, The Communist Platform, the Organisational Rules of the Conference, the documents on Popular Front Work, Work Among Women, Youth Work, etc. and the declarations of the Plenary Sessions.
b. The length of the articles for U and S must not exceed 10 pages.
c. Ensure that the written reports that each party submits to the plenary sessions are not too long and that the main emphasis is on the political situation in the country and how the party is acting in that situation.
