Declaration of the International Conference of Marxist-Leninist Parties and Organizations, November 2012

Under African hospitality, together with the workers and people of Tunisia, the Marxist-Leninist Parties and Organizations that are members of the ICMLPO, we have addressed the debate on the international situation, the policies of imperialism, reaction and the bosses; the development of the struggle of the workers and peoples; as well as the problems and perspectives of the struggle of our parties.

We note the existence of a deep crisis of the capitalist-imperialist system, which develops unevenly in the different countries, affecting especially, in a negative way, the working class, the youth and the peoples.

Despite the neoliberal measures to "get out of the crisis", promoted by the monopolies and the ruling classes, which try to make us believe that in this way we will overcome it definitively, the reality is stubborn, the effects of the crisis persist.

U.S. imperialism intensifies wars of aggression, maintains its imperialist troops in Afghanistan and Iraq. The ferocious onslaught against the Libyan people, threats against Iran and other peoples in order to appropriate their wealth and occupy strategic positions continue. They openly support the Zionist military occupation of Palestine. The imperialists of the European Union, despite their specific interests, act essentially as allies with the Americans in their confrontation with Russia and China.

The pretensions of US imperialism and the European Union to control Syria threaten to lead to direct military aggression in the name of NATO. Such a situation could fan the flames of a regional war, which could even turn into a new general conflagration.

Marxist-Leninists resolutely reject imperialist intervention, we raise the defense of the principles of the self-determination of the peoples. Syria's problems must be solved by the workers and peoples of that country.

As all the contradictions become more acute, the interests of the imperialist powers inevitably clash, some to preserve their zones of influence, others to seek a place in a new division of the world; The Western imperialist powers intend to maintain their unscathed dominance and areas of control, while, on the other hand, the emerging imperialist powers seek to occupy a position of greater leadership and territorial control in the world. This confrontation that pits the imperialist countries against each other progressively leads to clashes, sometimes diplomatic, sometimes violent, but always in the form of aggression and plunder of the dependent countries and of greater exploitation of the working class.

China is becoming the main exporter of capital to dependent countries in Asia, Africa and Latin America in search of raw materials and the expansion of their markets; as well as, in an aggressive competitor in the market and investments in the US itself and the imperialist countries of Europe. Russia is strengthening its economy, its energy capacity and resources, as well as its military might, taking an aggressive role in the redivision of the world. The positions of Russia and China opposing military intervention in Syria in the Security Council have nothing to do with national sovereignty and the rights of the Syrian people, they respond to their interests of disputing hegemony with the Western imperialist countries.

The working class and the peoples express themselves in mobilizations, stoppages and the general strike, mainly in Spain, Greece, Portugal, among others; in defense of their rights and in opposition to the measures of capital that seeks to put the weight of the crisis on their backs.

In North Africa and the Middle East, people's revolts against tyranny, in defence of freedom and democracy, continue. The revolutionary processes opened by the workers and peoples in Egypt and particularly in Tunisia continue to raise the perspective of a change from the oppressive regime and their definitive liberation.

In Latin America, the struggle of peoples and workers in opposition to the plundering of the international mining monopolies, in defense of national sovereignty and of the environment and nature, mobilizes hundreds of thousands of people.

The struggles of the workers, youth and peoples in opposition to the effects of the crisis, condemning imperialist capitalist domination, are expressed at different levels, in all countries and regions. These struggles affirm the confidence of the working class in the path of struggle, clarify the nature of capital and reaction, expose the positions of social democracy and opportunism; and, at the same time, they make evident their limitations and weaknesses in order to stop the offensive of imperialism and reaction, of the bosses and the governments at their service. It is up to proletarian revolutionaries to give an ideological, political and organizational response. We assume our responsibility to get involved in the organization and struggle of the working class, the youth and the peoples; to place the communist initiative and courage to consistently lead these mobilizations and, above all, to point out to them the correct course of revolution and socialism.

The strengthening of our parties, the affirmation of their link with the masses, the task of placing our programme on the streets, within the reach of the fighting masses, of putting ourselves at the head of the struggles, of promoting and strengthening the Popular Front are the general orientations that emerge from this Conference. The contribution of each party has been enriching and shows how Marxism-Leninism is being strengthened in the world, all of which places in our hands an extraordinary responsibility, to which we will know how to respond decisively.

The sharpening of the general crisis of capitalism, imperialist aggression and the danger of a new general war, the accelerated development of the productive forces generated by the scientific-technical revolution, the development of the struggles of the workers, the youth and the peoples pose new challenges for our parties and organizations, we must seek in the very course of the class struggles new forms of organization and struggle.

The liberation of the workers and peoples must be their own work and the inalienable responsibility of our parties and organizations.
